Joe Cowan, PE, PMP

Over the course of his four-decade career, Joe Cowan has dedicated himself to estab­lish­ing a core under­stand­ing of all trans­porta­tion infra­struc­ture elements. “The best part of my job is visiting a team on site at their construc­tion project and receiving progress updates from our clients and CDM Smith staff,” he says. 

He is an exceptional leader with a knack for guiding his teams to deliver legendary client service. Joe can visualize a complete construc­tion project from a set of plans, and always focuses on the safety of his work and his colleagues. Addi­tion­ally, he’s an established subject matter expert for constructabil­ity and staging on road and bridge projects. 

Joe has roots supporting the Georgia Department of Transportation (GDOT) since the early 1980s. As a key engineer on their team, Joe guided the Tifton district's CEI efforts for a decade before joining CDM Smith to continue his collaboration as a project manager for their on-call contract. “I’m inspired by witnessing the accom­plish­ments of our Tifton CEI team and GDOT, working together to deliver quality trans­porta­tion solutions across 31 counties in the district,” Joe says.
