James R. Carolan 

James Carolan has spent over 27 years with CDM Smith. During that time he has developed, implemented, and managed data conversion/development methodologies for a broad range of geographic information system (GIS) projects.

He is currently focused on developing state of the art, long-term capital planning studies leveraging GIS data and spatial analysis to better identify risk and consequence in ranking water and wastewater system assets, along with experience implementing and integrating GIS data and software with a wide range of other software packages, including work order management systems, capital planning software and databases such as Innovyze InfoAsset, Microsoft SQL Server, Oracle and SAP.

James is helping to lead development of data collection and analytical standards for use within the water utilities industry: through his work with the Virginia Tech Sustainable Water Infrastructure Management (SWIM) program and the ASCE Water Infrastructure Asset Management - Data and Tools Committee, he is focused on developing state-of-the-art methods to better identify risk and consequence in ranking pipeline system assets.
